Decennal census-led redistricting in the United States is the occasion for court actions focused nowadays on the political representation of ethnic minorities. Computer tools make possible the building of districts specifically tailored for Blacks or Hispanics, but blatant racial gerrymandering is now rejected by the US Supreme Court. This paper examines the most relevant judicial decisions and describes several local cases.

This book deals with the developments, policies and perspectives of higher education in Brazil, Russia, India, China and South Africa—the BRICS countries. Our starting point is the evolution of the higher education systems in the BRICS countries, looking less, however, at the institutional dimensions of the universities and more at the broader context (e.g. operational and regulatory) in terms of four main issues or core themes, namely: supply and demand, stakeholders, governmental policy and research and innovation in the light of international trends and globalization.

The aim of this paper is to analyse the evolution of gender balance in the Italian Constitutional system with respect to electoral representation (Art. 51th of the Italian Constitution). Effective achieving of electoral representation has been heavily difficult for women in Italy. In 2010 the Constitutional Judge recognized the necessity of gender balance measures. However, the instruments provided by laws had not any real success and women are not effectively represented in political Assemblies.

CEL NAUKOWY: Celem artykułu jest zbadanie teoretycznych aspektów zasady pozytywnej dyskryminacji, ustrojowych uwarunkowań jej zastosowania w odniesieniu do mniejszości narodowych w Polsce oraz dziedzin, w których może być realizowana. PROBLEM I METODY BADAWCZE: Zagadnienie pozytywnej dyskryminacji znajduje się w obrębie zainteresowania przedstawicieli wielu nauk i idealnie wpasowuje się w koncepcję demokracji ujmowanej jako wartości, procedury i w sensie substancjalnym. Nie jest ona przy tym ochroną antydyskryminacyjną, lecz jej wsparciem, promotorem równości formalnej i faktycznej.
